Windsor, CT — Windsor Public Schools proudly announces that Jay Mihalko, Principal of Poquonock Elementary School, has been named a finalist for the prestigious 2025 Connecticut Elementary Principal of the Year Award. This recognition, presented by the Connecticut Association of Schools (CAS), celebrates outstanding leadership and commitment to excellence in education.
Under Mr. Mihalko’s energetic and hands-on leadership, Poquonock Elementary has cultivated a thriving culture of achievement and innovation. The school’s success is exemplified by its incredible accomplishment of hosting the District Teacher of the Year for the past three consecutive years, including Connecticut’s 2021 Teacher of the Year, Rochelle Brown. This consistent recognition speaks volumes about Mr. Mihalko’s dedication to fostering a positive environment for both students and educators.

About the Award
The Connecticut Elementary Principal of the Year Award, established in 1992, honors elementary school principals who demonstrate extraordinary leadership, a passion for educational excellence, and a selfless commitment to their students, staff, and community. The honoree must meet rigorous criteria, including:
Demonstrating excellence in leadership and a commitment to student success.
Fostering strong ties with parents and the community.
Leading a school with programs designed to meet the academic and social needs of all students.
Finalists undergo a comprehensive selection process, including submission of an extensive application, creation of a professional presentation addressing key areas of effective school leadership, and a site visit by the CAS selection committee. The winner will represent Connecticut at the national level and may be eligible for the National Distinguished Principal® (NDP) Award, presented by the National Association of Elementary School Principals (NAESP).
Next Steps
The CAS selection committee will visit Poquonock Elementary at the end of February, to conduct interviews and observe the exceptional climate and culture Mr. Mihalko has cultivated. The final award recipient will be announced later in the year.
